Aetna ED E&M Reimbursement Policy

HANYS will host this Webconference to discuss Aetna’s new reimbursement policy for emergency department (ED) care as published in Aetna’s June 2010 OfficeLink Update (see below).
Aetna’s proposed ED E&M reimbursement policy states:
Effective November 15, 2010, payment for facility emergency department services will be based on the level of severity determined by the treating emergency physician. The emergency service evaluation and management (E&M) code billed by the physician will be applied to the corresponding facility bill to determine the appropriate level of payment. Emergency department service evaluation and management codes are represented by the code range of 99281-99285. This policy will not apply to emergency room services that result in inpatient admissions.
In response to the reimbursement change which purports to tie facility reimbursement to the E&M code billed by the treating physician, HANYS and the Multi-State Managed Care Coalition sent a letter to Aetna raising concerns and asked that the rationale behind the pending policy change be explained. Aetna has since responded and agreed to meet with the Coalition to further discuss the policy. In preparation for our meeting with Aetna, HANYS seeks your input to develop a robust response to the points Aetna raised in defense of its ED E&M reimbursement policy.
